土地租金对农户转入土地规模的影响研究——基于种植结构的调节作用

Study on Effect of Land Rent on Scale of Farmers'Land Transfer——Regulating Effect Based on Planting Structure

随着土地流转规模逐年扩大,如何有效保障和稳定农户耕地的高效利用已成为一个重要议题。探讨土地租金与农户转入土地规模之间的关系形态,可助力保障农户利益、对推动土地规模化生产具有重要意义。因此,基于内蒙古自治区调研获得的418份微观数据,利用工具变量回归模型对土地租金与转入土地规模之间关系进行实证研究。结果显示,土地租金与农户转入土地规模呈倒“U”型关系,且种植结构能够对土地租金与农户转入土地规模产生显著调节效应,种植经济作物比种植粮食作物更能使曲线关系形态陡峭且拐点发生右移。为促进土地流转规模化经营,首先应从土地租金入手,积极推进土地流转市场化改革,健全土地租金价格形成机制。另外,基于种植结构的调节作用,为保证种粮农户收益,政府要加大种植户补贴力度,激励农户合理调整种植业结构,促进农业可持续发展。

With the scale of land transfer expanding year by year,how to effectively guarantee and stabilize the efficient using of farmers'farmland has become an important issue.Exploring the relationship between land rent and the scale of land transferred to farmers can help protect farmers'interests and is of great significance in promoting large-scale land production.Therefore,based on 418 micro data obtained from the survey in Inner Mongolia Autonomous Region,an empirical study was conducted on the relationship between land rent and land transfer scale by using instrumental variable regression model.The results showed that there was an inverted'U'relationship between land rent and the scale of land transferred by farmers,with the increase of land rent,the size of land transferred by farmers first expanded and then decreased,and the size of land transferred by farmers was less under both high and low land rent.Planting cash crops made the curve shape steeper and the inflection point moved to the right side than that of planting food crops.In order to promote the large-scale operation of land transfer,firstly it should start from land rent to actively promote the marketoriented reform of land transfer,and to improve the land that of rent price formation mechanism.In addition,based on the adjustment effect of planting structure,in order to ensure the income of grain farmers,the government should increase the subsidies to growers and motivate farmers to make reasonable adjustment of planting structure and to promote the sustainable development of agriculture.
