摘要
将原河湖堤防升级改造,使其具有防洪功能的同时也具有公路交通功能,是对河湖堤防高效利用的一种方式。该文结合天长市环高邮湖堤防升级改造滨湖景观大道工程建设方案,通过对升级改造工程位置处的水文成果进行分析复核,依据有关标准、规定以及规划文件,从改造的道路对现有水利规划、河道行洪安全、河势稳定、堤防及其他水利工程安全、防汛抢险以及第三方合理水事权益等方面进行防洪综合评价,分析建设项目是否可行,并提出了相应的建议。
Upgrading original river and lake levees to make them have the functions of flood control and highway traffic is a way to make efficient use of river and lake levees.Combined with the project construction plan of upgrading the dike around the Gaoyou Lake into a lakeside landscape avenue in Tianchang City,through the analysis and review of the hydrological results at the location of the upgrading project,according to relevant standards,regulations and planning documents,this paper conducts the comprehensive assessment of flood control from the influence of the renovated road on existing water conservancy planning,river flood carrying safety,river regime stability,the safety of levees and other hydraulic projects,flood control and rescue,and the reasonable water rights and interests of third parties,etc.,analyzes the feasibility of the construction project,and puts forward corresponding suggestions.
