中国共产党领导科技制度创新的内在机理与路径选择

摘要 经过70多年的不懈探索,我国已经形成了中国共产党领导的独立自主、自立自强的科技制度体系,并不断推动体制机制变革以激发科技创新动力,进而服务于实现中国式现代化。科技制度创新始终坚持从党的全面领导、满足人民对美好生活的需要、追求全面高质量发展、走中国特色科技自主创新道路、坚持全国上下一盘棋的逻辑起点出发。进入新时代,党领导科技工作从建设新型举国体制、实施国家科技发展新战略、落实国家科技发展新规划三个维度实现了制度创新,探索出改革科技管理机构、改进新型举国体制、完善产权制度创新激励机制、深化“放管服”制度改革、健全科研监督问效机制等制度创新路径,为推动高质量发展和建设科技强国提供制度保障。 After more than 70 years of unremitting exploration,an independent and self-reliant system of science and technology system led by the CPC has formed in China,and it has continuously promoted institutional changes to stimulate the power of scientific and technological innovation and then serve the Chinese modernization commitment.The innovation of scientific and technological systems has always started from the logical starting point of adhering to the party’s comprehensive leadership,meeting the people’s needs for a better life,pursuing comprehensive and high-quality development,taking the road of independent innovation in science and technology with Chinese characteristics,and adhering to the holistically national plan.In the new era,institutional innovation in science and technology has been realized by establishing a new system for mobilizing resources nationwide,implementing new strategies for national development and fulfilling new plans for national science and technology development at the leadership of the CPC.As a result,new approaches have been explored,such as reforming science and technology management institutions,enhancing the new system of mobilizing resources nationwide,improving the mechanism to drive innovation in the property rights,and deepening reforms to streamline government administration,delegate power,improve regulation,and upgrade services,and improving the mechanism for scientific research supervision and efficiency.Consequently,system guarantee is provided for promoting high-quality development and making China a scientific and technological powerhouse.
