新时代“枫桥经验”与共青团参与社会治理研究

“Fengqiao Experience”and Communist Youth League’s Participation in Social Governance in the New Era

共青团参与社会治理是团章程所规定的法定职能,这要求共青团在参与社会治理中彰显政治本色、打造党群枢纽并提供社会服务。新时代共青团参与社会治理需要借鉴公共治理理论及政府失灵理论,坚持新时代“枫桥经验”党建引领、以人民为中心、共建共治共享的精神内涵。以基层协同治理场域为分析框架,从宏观政治、社会因素,中观协同治理和资源交流过程以及微观内生动力和外延动员机制三个维度进行案例考察,可以发现基层团组织不断促进自身角色转变和组织转型的主动作为。推动共青团参与社会治理需要在组织建设、资源整合和文化引领上进一步拓展参与路径。

The Communist Youth League’s participation in social governance is a legal function stipulated in the League’s charter,which requires the Communist Youth League to demonstrate its political quality when participating in social governance,serve as a hub for the Party and the masses,and provide social services.In the new era,the Communist Youth League’s participation in social governance needs to be based on the public governance theory and government failure theory,and adhere to the“Fengqiao Experience”in the new era,whose spirit covers party building as the guide,people as the center,and the principles of joint construction,joint governance and shared benefits.Taking the grassroots collaborative governance field as the analytical framework,the paper conducts some case studies from three dimensions:macro-political and social factors,meso-level collaborative governance and resource exchange processes,and micro-level endogenous dynamics and extensional mobilization mechanisms.It is found that grassroots league organizations continue to take the initiative to promote their own roles for change and organizational transformation.Promoting the Communist Youth League’s participation in social governance requires further expanding paths in terms of organizational construction,resource integration,and cultural leadership.
