摘要
在经济由高速增长变为中高速增长的转型期,我国过去高度依赖高能耗和高投资才能存续的产业,必须进行优化调整才能适应新阶段的发展变化。战略性新兴产业平台的培育是以瞄准国家战略需求和尖端技术突破为基础,对区域经济社会发展发挥整体带动和创新引领功能。突破产业平台创新能力和核心技术不足的关键在于培育创新型技术人才和提供优质的政策环境,从要素的供给侧与需求侧提升产业平台对相关资源的整合能力,促进产业平台加速升级转型和提质增效。同时,地方政府应当加强绩效考核助力产业平台的高质量发展,积极拓展产业平台融资渠道和健全产业配套体系。本文的研究试图为推进我国高能级战略性新兴产业平台建设提供参考建议。
In the transition from high-speed economic growth to medium-high economic growth,China’s industries that survived by relying heavily on high energy consumption and high investment in the past must be optimized and adjusted to adapt themselves to the development and changes at the new stage.The cultivation of emerging strategic industry platform is based on targeting national strategic needs and cutting-edge technological breakthroughs,thereby playing an overall driving and innovative leading role in the regional economic and social development.The key to breaking through the innovation capacity and core technology shortage of the industrial platform is to cultivate innovative technical talents and provide a high-quality policy environment,improve the integrative ability of the industrial platform to relevant resources from the supply side and the demand side of the elements,and promote the industrial platform to accelerate the upgrading and transformation,and raise the quality and efficiency.Additionally,the local government is expected to strengthen the performance assessment to contribute to the high-quality development of the industrial platform,actively expand the financing channels of the industrial platform,and improve the industrial supporting system.This study attempts to provide reference for promoting the construction of the emerging energy-level strategic industry platform in our country.
