国家级大数据综合试验区能否促进区域经济高质量发展——基于试点区政策的准自然实验

Does National-level Comprehensive Pilot Zone of Big Data Promote Regional High-Quality Economic Development:An Empirical Study Based on Natural Experiment

以国家级大数据综合试验区试点政策作为准自然实验,基于2010—2020年275个地级及以上城市的面板数据,构建多期DID模型,探讨了大数据试验区设立对区域经济高质量发展的影响效应及其内在作用机制。研究结果表明:大数据试验区设立能够显著推动区域经济高质量发展,经过多项稳健性检验后,该结论依然成立;作用机制表明,大数据试验区设立可以通过提升市场交易效率和城市生产效率对区域经济高质量发展产生积极影响;异质性分析表明,大数据试验区设立对区域经济高质量发展的作用效果会因城市所处地理位置、初始产业结构以及科教水平的不同而呈现异质性特征;进一步研究发现,营商环境和环境规制对大数据试验区设立促进区域经济高质量发展存在显著的正向调节作用。

This paper explores the impact effect of the establishment of big data pilot zones on regional high-quality economic development and its intrinsic mechanism of action by constructing a multi-period DID model based on panel data of 275 prefecture-level cities and above from 2010 to 2020,using the pilot policy of national-level big data comprehensive pilot zones as a quasi-natural experiment.The results of the study are as follows.Establishing a big data pilot zone can significantly promote regional high-quality economic development,and the conclusion remains after several robustness tests.The mechanism of action shows that establishing a big data pilot zone can positively impact regional high-quality economic development by improving the efficiency of market transactions and urban productivity.Heterogeneity analysis shows that the effect of the establishment of big data pilot zones on the regional high-quality economic development is characterized by heterogeneity depending on the geographical location,initial industrial structure,and level of science and education of the cities.Further study finds that there is a significant positive moderating effect of the business environment and environmental regulation on the establishment of big data pilot zones for regional high-quality economic development.
