应对国际工程项目本地化要求的策略研究

Research on Strategies for Addressing Localization Requirements of International Engineering Projects

当前大部分“一带一路”沿线国家都面临财政短缺、经济发展乏力、失业率高等困境。国际工程项目所在国政府、业主和社区对于通过提高项目本地化成分,带动本地经济发展和劳动力就业的需求更为迫切,要求会愈发严格,监管措施也会更具体。对国际工程项目本地化的内涵和必要性,以及中国“走出去”企业在执行本地化要求上存在的困难和问题进行分析研究,并提出针对性的建议、措施。

At present,most countries along the“the Belt and Road”are facing financial shortages,weak economic development,and high unemployment.The governments,owners,and communities of countries where international engineering projects are located have a more urgent demand for improving the localization of the project to drive local economic development and labor employment.The requirements will become stricter,and regulatory measures will also be more specific.Analyze and study the connotation and necessity of international engineering project localization,as well as the difficulties and problems faced by Chinese“going global”enterprises in implementing localization requirements,and propose targeted suggestions and measures.
