回迁社区的空间失序及其治理

Spatial Disorder of the Relocated Community and Its Governance

城市不只是经济空间,还是市民的日常生活空间,是一个丰富多样的综合性存在。文章从空间权利理论出发,分析回迁社区的治理困境,即长期存在“人的城镇化滞后于土地城镇化”“治理的城镇化滞后于空间城镇化”两个突出矛盾。回迁居民虽已获得身份的转变,但其对空间权利的认识还没有实现与城市生活同步,错位的空间权利观造成了回迁居民富有张力的空间行为,甚至产生较为突出的空间失序现象。文章提出更新城市规划的理论与实践,重视回迁居民的空间权利诉求,建立完善的利益表达机制,规范利益表达行为,逐步培养回迁居民“现代化”的空间观等治理路径。

City is not only an economic space,but also the space of daily life for the citizens.It is a rich and diverse comprehensive existence.Based on the theory of spatial rights,this paper analyzes the governance dilemma of relocated communities,i.e.,there are two prominent contradictions in the long-term existence of“human urbanization lagging behind land urbanization”and“governance urbanization lagging behind space urbanization”.Although the relocated residents have obtained the transformation of identity,their understanding of space rights has not been synchronized with urban life.The misplaced concept of space rights has caused the tensional spatial behavior of the relocated residents,and even produced a more prominent spatial disorder.This paper puts forward some advices on governance paths,such as updating the theory and practice of urban planning,paying attention to the spatial rights of the relocated residents,establishing a perfect interest expression mechanism,standardizing the behavior of interest expression,and gradually cultivating the“modern”spatial view of the relocated residents.
