Japan's Home-based Care for the Elderly and Its Inspiration

在日本养老服务体系建设的众多经验中,居家养老服务体系的完善尤其对我国具有借鉴意义,这既与老年人希望在地养老(aging in place)的意愿相一致,也是养老服务财政可持续的重要选择。本文通过对日本居家养老的发展脉络及实践现状进行分析,探究日本居家养老模式的建设经验及特点。从顶层设计、组织管理、服务网络、人才队伍、预防理念和社会力量六个方面提出针对我国居家养老服务体系的政策建议和模式构想,以期为我国养老服务体系建设的发展提供参考和借鉴。

Among the numerous experiences in the development of elderly care services in Japan,the improvement of the home-based elderly care service system holds particular relevance for China.This is not only in line with the elderly population's desire to"age in place,"but it is also an important choice for sustainable financing of elderly care services.This article intends to analyze the development trends and current practices of home-based elderly care in Japan,exploring the experiences and characteristics of Japan's home-based elderly care model.This article will also propose policy recommendations and model concepts for China's social security system in six aspects:top-level design,organizational management,service networks,workforce,prevention strategies,and social involvement,aiming to provide guidance and inspiration for the development of China's elderly care industry system.
