新时代网络空间主权的五度经纬探讨

新时代网络空间主权具有深刻的历史经纬,中国最早提出并倡导基于“尊重”“维护”的网络空间主权观。网络空间主权具有对外主权和对内主权两方面的权利经纬,具有与国家主权相对应的基本权利即网络空间独立权、网络空间平等权、网络空间自卫权、网络空间管辖权。在现实经纬方面,网络空间主权是维护国家网络安全、构筑数字时代竞争优势,抵制网络霸权主义、调整国际网络空间秩序的必由之路。在国际经纬方面,要强化国际社会对网络空间主权原则共识,积极推进全球网络体系变革。新时代网络空间主权的中国经纬是深化构建网络空间命运共同体、完善网络空间主权的体制和立法保障、加大对网络技术进步和安全人才培养的投入。

The sovereignty in cyberspace in the new era is deeply rooted in history.China was the first country to put forward and advocate the concept of sovereignty in cyberspace based on “respect” and “maintenance”.The sovereignty in cyberspace has two aspects of right the external sovereignty and the internal sovereignty.It has four basic powers corresponding to national sovereignty,namely,the right of independence in cyberspace,the right of equality in cyberspace,the right of self-defense in cyberspace and the right of jurisdiction in cyberspace.In practical terms,the sovereignty in cyberspace is the only way to safeguard national cyber security,build competitive advantages in the digital era,resist cyber hegemonism,and adjust the international order in cyberspace.At the international level,we need to strengthen the international community's consensus on the principles of sovereignty in cyberspace and actively promote the reform of the global cyber system.China's commitment to cyberspace sovereignty in the new era is to deepen the building of a community with a shared future in cyberspace,improve institutional and legislative guarantees for cyberspace sovereignty,and increase investment in cyber technology advancement and security personnel training.
