粮食安全目标下我国农业对外投资的现状及日韩经验借鉴

The Current Situation of China's Agricultural Overseas Investment Under the Goal of Food Security and Experience References from Japan and South Korea

过去十年,我国农业对外投资步伐加快,在保障国内农产品供给和提高农业产业链韧性方面发挥了重要作用。调研发现,我国农业企业的“走出去”受到三方面制约:在投资环境方面,对外投资的农业企业面临东道国农业保护政策严格、自然禀赋差异、营商环境较差、国际舆论压力较大等问题;在政策支持方面,我国在信息服务、行业管理协调、科技创新支持、金融财税支持等政策上存在不足;在企业经营方面,我国农业企业国际化经营能力不强、投资实力较弱、风险处置被动等因素也制约了企业的对外投资。在此基础上,本文梳理总结了日韩两国农业对外投资的成功经验,并就我国农业“走出去”提出对策建议。

In the past decade,China's agricultural overseas investment has accelerated,playing an important role in ensuring domestic agricultural product supply and improving the resilience of the agricultural industry chain.Surveys have found that China's agricultural enterprises"going global"are constrained in three aspects:In terms of investment environment,agricultural enterprises investing overseas face issues such as strict agricultural protection policies in host countries,differences in natural endowments,poor business environments,and great international public opinion pressure;In terms of policy support,China has deficiencies in information services,industry management coordination,scientific and technological innovation support,financial and tax support policies;In terms of business operations,factors such as weak international operation capabilities of China's agri-cultural enterprises,insufficient investment strength,and passive risk handling have also constrained enterprises'overseas investment.On this basis,this paper summarizes the successful experiences of agricultural overseas investment in Japan and South Korea,and puts forward policy recommendations for China's agriculture"going global".
