众多网络暴力恶性事件背后,隐含着网络暴力信息扩散传播链、网络暴力跨平台流转线、由网暴信息演化成网暴事件的生成线,这使得网站平台变成了孕育产生网暴之“温床”。网站平台怠于履行信息内容管理主体责任,或者履行不到位是引发网暴的主因之一。防范治理网暴是一个长期的、持续的过程,需要借鉴国内外平台治理网暴的成功经验,打造以主体责任为核心、以“规则之治+技术赋能”为理念的二元共同治理格局与全链条全景式治理模式。

In many incidents of cyberviolence,the transmission line of cyberviolence information,the jump line of cyberviolence information between platforms,and the violence line formed with the help of information make the platform a“hotbed”for cultivating the spread of cyberviolence.The lack of normalized supervision of platform enterprises as the first responsible subject of information content management is an significant cause of cyberviolence.Governing cyberviolence is not achieved overnight,but a long-term supervision and management process.Learn from the successful experience of domestic and foreign platforms in dealing with cyberviolence,and build a dualistic joint governance pattern and a full-chain panoramic governance model with subject responsibility as the core and the concept of“Rule of Provisions+Technical Enablement”.
