教育一体化视域下集团化办学的多元反思与进路 被引量:10

摘要 在集团化概念被引入教育领域后,集团化办学日益成为推动区域教育发展的主要模式,也成为理论研究与政策实践的焦点。集团化及集团化办学内涵的认识缺位、办学目的与工具性手段认识模糊是制约集团化学校集约发展的关键因素。从外部环境与内部运行两个维度对集团化办学现状进行反思发现,集团化学校与独立学校间的教育不均衡、最优规模不清与退出机制不明、成员学校内驱力不一致、治理机制不完善、优质资源共建共享不足等是制约集团化办学可持续发展的突出问题。结合“集团化—一体化”的理论演进推动教育一体化发展,促进优质资源共建共享一体化,以教育评价提升教育资源使用效益是未来集团化办学的合理选择。 After collectivization was introduced into the field of education,it has become the main mode to promote the development of regional education increasingly,and also became the focus of theoretical research and policy practice.But the connotation of collectivization,education collectivization,and instrumental means have not been properly understood,which are the fundamental factors that restrict the intensive development of education collectivization.Based on that,by rethinking two dimensions of external environment and internal operation,this research found that,with educational imbalance between collectivized schools and independent schools,the optimal scale of collectivized schools is unclear and the school exit mechanism is vague,the driving force of member schools is inconsistent and the management mechanism of education collectivization is imperfect,the joint construction and sharing of high-quality educational resources among the member schools is insufficient,etc.All of these are the serious problems that restrict the improvement of the quality of education collectivization.Based on the theoretical evolution of"collectivization-integration",this study suggests that we need to promote development of integrated education,promoting development of integrated education about jointing construction and sharing of high-quality resources,and improve the use efficiency of educational resources by educational evaluation,which is the reasonable choice for the future development ofeducationcollectivization.
