农业保险支持乡村振兴发展的理论逻辑与实现路径

Research on the Theoretical Logic and Implementation Path of Agricultural InsuranceSupporting Rural Revitalization and Development

农业保险是农村金融的重要组成部分,是支持乡村振兴战略的“农业支持保护制度”之一。基于功能分解的思路解析农业保险支持乡村振兴的理论逻辑与路径,揭示农业保险支持乡村振兴发展的主要障碍并提出政策建议。研究发现,农业保险所具有的转移风险、补偿因灾损失、资金融通、承载支农惠农工具与社会管理等功能能够促进乡村产业、人才、文化、生态和组织振兴发展。但当前我国部分农户投保积极性不足且在农业保险产品创新、服务水平与支持政策等方面尚存在一些问题,制约农业保险支持乡村振兴。基于此,应加大农业保险宣传力度和产品创新力度、提升农业保险服务水平、优化农业保险支持政策,让农业保险更好地服务于乡村振兴。

Agricultural insurance is an important component of rural finance and one of the“agricultural support and protection systems”that support rural revitalization strategies.This article analyzes the theoretical logic and supporting paths of supporting rural revitalization based on functional decomposition,reveals the main obstacles of agricultural insurance supporting rural revitalization development,and proposes policy recommendations.The study finds that the functions of agricultural insurance,such as transferring risks,compensating for losses due to disasters,financing,carrying tools for supporting and benefiting agriculture and social management,can promote the revitalization and development of rural industries,talents,culture,ecology and organizations.However,currently,some farmers in China have insufficient enthusiasm for insurance and there are still some problems in agricultural insurance product innovation,service level,and support policies,which restrict agricultural insurance support for rural revitalization.Based on this,efforts should be made to increase the promotion and product innovation of agricultural insurance,improve the level of agricultural insurance services,optimize agricultural insurance support policies,and better serve rural revitalization.
