中国石油专利质量评价模型研究与提升路径思考

摘要 中国石油集团作为我国能源骨干央企,为了加快推进高质量发展,积极开展提升专利质量相关研究。以国资委2018—2020年下发的《中央企业专利情况排序通知》为参考,借助德尔菲法和层次分析法,采用模拟计算等手段,构建企业专利质量评价模型,科学设置参数权重,利用模型对中国石油2022年专利质量工作开展对标分析,打造立体式全方位专利保护框架。为了持续提升专利质量,提出了健全专利管理规章制度、完善知识产权管理机构、加强知识产权宣传、推进知识产权运营、开展专利质量提升探索研究、构建评价模型实现精准管理等建议。 As one of China’s backbone energy enterprises,China National Petroleum Corporation(CNPC)made an active study of patent quality improvement to accelerate the company’s high-quality development.In reference to“Circular on ranking of central enterprises for patent conditions”issued by State-owned Assets Supervision and Administration Commission between 2018 and 2020,this paper adopts simulation calculation to construct the corporate patent quality evaluation model with the help of the Delphi method and analytical hierarchy process.Setting the weight of parameters scientifically,it uses the model for benchmarking analysis of the CNPC patent quality work in 2022 and established a three-dimensional all-around configuration of patent protection.To improve the patent quality sustainably,this paper also comes up with a series of suggestions,such as perfecting the regulations and rules for patent management,consolidating intellectual property management institutions,strengthening intellectual property promotions,accelerating intellectual property operation,making the study of patent quality improvement,and constructing the evaluation model to bring about precise management.
