“共建共治共享”视角下基层体育社会组织治理创新

Grassroots Sports Social Organization Governance Innovation from the Perspective of“Co-construction,Co-governance and Sharing”

完善而良性运行的体育组织是体育强国建设的重要保障。良好的发展机遇下,作为我国体育治理神经末梢的基层体育社会组织,在数量和规模上有了较大的增长。但在新时期,其面临着治理机制运行不够顺畅、资源配置结构存在失衡现象、治理目标不够具体、治理方式粗放、组织内部治理复杂等亟待解决的新问题。文章从“共建共治共享”的理论视角出发,运用文献资料研究和逻辑分析相结合的方法,深入探讨基层体育社会组织治理在社会转型时期所面临的多维困境,分析体育治理的过往经验和现实图景,明晰治理创新的发展方向。并基于此,提出基层体育社会组织优化创新策略:重构政府职能,构建复合治理模式;强化多元主体关系,形成“善治”格局;明确治理内容;优化治理方式;注重组织自身建设。

Well-functioning and soundly-run sports organizations are an important guarantee for the construction of a sports power.With the favorable development opportunities,grassroots sports social organizations in China have witnessed significant growth in terms of numbers and scale as the nerve endings of sports governance.However,in the new era,they face new challenges such as ineffective governance mechanisms,imbalanced resource allocation structures,unspecific governance purposes,extensive governance practices,and complex internal governance dynamics.From the theoretical perspective of“co-governance,co-construction and sharing”,this study employs a combination of literature research and logical analysis to deeply explore the multidimensional dilemmas faced by grassroots sports social organization governance during the period of social transformation.By drawing insights from the past experience in sports governance and the current landscape,this research clarifies the direction of governance innovation.Furthermore,it proposes strategies for optimizing and innovating grassroots sports social organizations,including the reconstruction of government functions and the establishment of a compound governance model,strengthening multi-subject relationships to form a“good governance”pattern,clarifying governance content,optimizing governance methods,and emphasizing the self-construction of organizations.
