新时期城市轨道交通协同规划管控研究

Research on collaborative planning management and control of urban rail transit in the new era

新时期,随着城市化进程的不断推进、城轨线网规模的逐步扩大、生态环境保护的日渐紧迫以及高质量发展任务的提出,城轨规划管控面临着更大的挑战。为实现城轨与用地功能融合管控,文章在梳理我国城轨规划管控发展阶段的基础上,分析新时期城轨规划管控要求,并结合长沙市轨道交通规划管控的实践经验,提出新时期城轨协同规划管控的内涵、总体框架及管控要点,以期为相关规划管理及项目实践提供参考。

In the new era,with the continuous advancement of urbanization,the gradual expansion of the scale of urban rail transit network,the increasing urgency of ecological environment protection and the proposition of high-quality development tasks,urban rail transit planning management and control are facing greater challenges.In order to realize the integrated management and control between the functions of land use and urban rail requirements,based on summing-up of the development stages of urban rail planning management and control in China,this article analyzes the requirements of urban rail planning management and control in the new era,in combination with the practical experience of Changsha municipal rail transit planning management and control,it puts forward the connotation,overall framework and key points of urban rail collaborative planning management and control in the new area,aiming to provide a reference for relevant planning management and project practice.
