复杂现有工程污染物排放量核算技术路径分析——以污染影响类改扩建项目环境影响评价为例

摘要 在总量控制的管理要求下,企业在建设改扩建项目时可能需要对现有工程排放量进行削减。因此,合理准确地核算现有工程排放量和自身削减量是改扩建项目环境影响评价的重要内容之一。本文对同时具有已建工程、在建/拟建工程及多个自身削减源的复杂现有工程排放量核算的不同情形进行计算分析,找出合理的计算路径,准确表达现有工程排放量,为改扩建项目环境影响评价提供数据基础,服务于总量控制和区域环境质量改善。 Under the management requirements of total emission control,enterprises may need to reduce emissions from existing projects when constructing expansion or renovation projects.Therefore,reasonably and accurately calculating emissions from existing projects and self-reduction amounts is one of the important contents of environmental impact assessment for expansion and renovation projects.This paper analyzes different situations of complex emission inventory calculation for existing projects that simultaneously have built projects,under-construction/planned projects and multiple self-reduction sources,finds reasonable calculation pathways,accurately expresses emissions from existing projects,provides data basis for environmental impact assessment of expansion and renovation projects,and serves the purposes of total emission control and regional environmental quality improvement.
