突发环境事件应急预案与环境风险评价的关系探讨

Discussion on the relationship between emergency response plans for environmental emergencies and environmental risk assessment

本文从报告内容、编制依据、评价对象、开展时序、工作流程、关注重点等方面梳理突发环境事件应急预案与环境风险评价之间的关系,得出两者之间存在高度相似又明显不同的特性,以此借鉴环境影响评价制度实施的经验,针对突发环境事件应急预案程序和内容的完善提出建议。

This paper sorts out the relationship between emergency response plans for environmental emergencies and environmental risk assessment from multiple perspectives including report content,basis for preparation,evaluation object,implementation timeline,workflow and key focus areas.It is concluded that they share highly similar characteristics while also exhibiting obvious differences to a certain extent.On this basis,by drawing on the experience of implementing environmental impact assessment system,this paper puts forward suggestions on improving the procedures and contents of emergency response plans for environmental emergencies.
