Research on the Construction of Modern Livable Rural Housing Index System under the Background of Rural Revitalization

文章从政策关注重点与农房建设发展历程出发,解读现代宜居农房的特征和类型,以政策法规文件中对农房建设的要求为政策基础,通过理论分析法、专家咨询法、案例分析法和公众参与法,构建因地制宜、采用“新设计、新体系、新工艺、新模式”、满足“功能现代、结构安全、成本经济、绿色环保、风貌协调”的现代宜居农房指标体系,将现代宜居农房从基本概念转变为可量化的指标项,为健全农村住房评价体系提供基础的计量方法,推动村镇地区农房管理和服务工作的有序开展。

Starting from the focus of policy and the development process of rural housing construction,interpret the characteristics and types of modern livable rural housing,take the requirements of rural housing construction in policy and regulatory documents as the policy basis,and building a modern livable rural housing index system that adapts measures to local conditions through theoretical analysis,expert consultation method,case analysis and public participation method,adopts'new design,new system,new process and new mode',and meets the requirements of'modern function,safe structure,cost-effective,green environmental protection and coordinated style'.Transforming the modern livable rural housing from a basic concept to a quantifiable index item can provide a basic measurement method for improving the rural housing evaluation system,and promote the orderly development of rural housing management and service work in rural areas.
