摘要
“专精特新”企业是中国最具创新活力的中小企业代表,利用SFA模型从研发投入和成果转化两个阶段对中国“专精特新”企业的创新效率进行评价。结果发现:中国“专精特新”企业的创新效率在研发阶段约为0.565,在转化阶段约为0.470,企业间差距较小;研发阶段创新效率较高的企业集中在东部和中部地区,转化阶段则集中在新疆和辽宁,扶持“专精特新”企业发展可以成为振兴东北老工业基地和防止“中部塌陷”的有效渠道;研发阶段创新效率较高的行业主要集中在教育、软件等行业,转化阶段则集中在水利、制造业等行业,这些是创新驱动“中国智造”的直接力量。
Specialized,fined,peculiar and innovative SMEs is the most innovative representative of small and medium-sized enterp-rises in China.This paper uses SFA model to evaluate the innovation efficiency of specialized,fined,peculiar and innovative SMEs from two stages.The results show that:The innovation efficiency of China's specialized,fined,peculiar and innovative SMEs is about 0.565 in the R&D stage and 0.470 in the transformation stage,with a small gap between enterprises;In the R&D stage,the enterprises with high innovation efficiency are concentrated in the eastern and central regions,while in the transformation stage,they are concentrated in Xinjiang and Liaoning.Supporting the development of specialized,fined,peculiar and innovative SMEs can become an effective channel to revitalize the old industrial base in the northeast and prevent the collapse of the central regions;In the R&D stage,the industries with high innovation efficiency are concentrated in education,software and other industries,while in the transformation stage,they are concentrated in water conservancy,manufacturing and other industries,which are the direct force for innovation to drive"China's intelligent manufacturing".
