创新驱动政策引领城市绿色低碳高质量发展研究——创新型城市试点的经验证据 被引量:1

摘要 选取2007—2020年中国278个城市面板数据,采用Super-SBM模型和Malmquist指数测度碳排放约束下的城市绿色全要素生产率(GTFP)水平,以国家创新型城市试点构建多期双重差分模型,考察创新驱动政策对GTFP的影响效果及作用机制。研究结果表明:创新型城市试点政策能够显著提升城市GTFP,促进城市绿色低碳高质量发展,该结论经过一系列稳健性检验和安慰剂检验后仍成立。在同时剔除智慧城市、文明城市和低碳城市等政策因素后,创新驱动政策对GTFP的提升作用有所下降,但是其政策效应依然显著;机制检验发现,创新驱动政策能够降低能源消耗强度、促进绿色技术创新和产业结构升级,进而提升城市GTFP;异质性分析发现,创新驱动政策对GTFP的驱动效应在低经济发展水平、非资源型和非城市群中的城市更为显著。 Select the panel data of 278 cities in China from 2007 to 2020,this paper uses the Super-SBM model and Malmquist index to measure the level of urban GTFP under the constraint of carbon emissions,and constructs a multi-period double difference model with national innovative cities as a pilot,to investigate the effect and mechanism of innovation driven policies on GTFP.The research results show that the innovative city pilot policy can significantly improve the city's GTFP and promote the city's green,low-carbon and high-quality development.This conclusion is still valid after a series of robustness tests and placebo tests.After removing policy factors such as smart cities,civilized cities and low-carbon cities,the role of innovation driven policies in promoting GTFP has declined,but its policy effect is still significant;The mechanism test found that the innovation driven policy can reduce the intensity of energy consumption,promote green technology innovation and industrial structure upgrading,and then improve the urban GTFP;The heterogeneity analysis found that the driving effect of innovation-driven policies on GTFP is more significant in cities with low economic development level,non resource based,and non-urban agglomeration.
