基于进程评估的美丽省域建设路径优化与浙江实证研究

The path optimization of beautiful provinces construction based on process evaluation and its empirical research on Zhejiang Province,China

美丽省域是推进美丽中国建设的重要载体单元,也是落实美丽中国目标的地方实践。从生态状况、环境质量、城乡风貌、绿色发展、共建共享5个维度构建美丽省域建设评估指标体系和进程评估模型,明确了基于进程评估结果的美丽省域建设路径优化思路,并开展浙江实证研究。在美丽浙江建设进程评估的基础上,提出了推动绿色低碳高质量发展、构建全民行动体系、统筹城乡全面发展等优化策略。研究可为其他省份美丽省域建设进程评估提供参考,对于保障美丽中国目标的顺利完成具有积极作用。

Beautiful provinces construction is not only an essential carrier unit to promote the construction of Beautiful China,but also a local practice to implement the goal of Beautiful China.Five dimensions including ecological status,environmental quality,urban and rural landscape,green development and co-construction and sharing had been considered in this paper to construct the evaluation index system of beautiful provinces construction and process evaluation model.The beautiful provinces construction path optimization idea based on evaluation results had been clarified.Then the empirical research in Zhejiang had been carried out.Based on the evaluation of the construction process of beautiful provinces,some optimization strategies such as promoting green,low-carbon and high quality development,building extensive public involvement system,balancing urban and rural comprehensive development were put forwarded.The research results could provide reference for the evaluation of the construction process of beautiful provinces in other provinces,and had a positive role in ensuring the completion of the goal of Beautiful China.
