市域产教联合体建设:内涵、价值与行动方略

Construction of Citywide Industry-education Consortium:Connotation,Value and Action Strategies

深化产教融合是推动职业教育高质量发展的必然要求。习近平总书记在党的二十大报告中强调,要“推进职普融通、产教融合、科教融汇”,在此背景下,市域产教联合体应运而生,成为深化职业教育产教融合、校企合作的关键力量。如何从学理上对市域产教联合体的理论蕴涵以及价值功能进行准确把握,是当前各地探索产教联合体实践创新中迫切需要回答的问题。文章基于共生理论、交易成本理论和系统协同理论,在厘清产教联合体的价值意蕴基础上,提出通过构建生态系统、健全制度体系、完善运行机制等内生发展路径来紧密对接产业需求端,以此推动市域产教联合体高质量发展,最终形成以教促产、以产助教的产教深度融合发展新格局。

Deepening the integration of industry and education is an inevitable requirement to promote the high-quality development of vocational education.In the report of the 20th National Congress of the Party,General Secretary Xi Jinping emphasized the need to "promote the integration of vocational and general education,industry-education integration,and science-education integration".In this context,municipal industry-education consortiums have emerged and become the key force to deepen the integration of industry-education and school-enterprise cooperation in vocational education.How to accurately grasp the theoretical connotation and value function of the municipal industry-education consortium from the theoretical point of view is an urgent question to be answered in the current exploration of the practical innovation of the industry-education consortium around the world.Based on symbiosis theory,transaction cost theory and system synergy theory,the article clarifies the value implication of the industry-education consortium and proposes the endogenous development path of building an ecosystem,improving the institutional system and perfecting the operation mechanism to closely match the industrial demand side,so as to promote the high-quality development of citywide industry-education consortium and finally form a new pattern of deep integration development in which production and education promote and help each other.
