摘要
高质量发展是一个体现时代内涵和多元价值判断的概念,尝试从动态、静态双重视角解读研究生教育高质量发展的深刻内涵。从动态视角看,研究生教育高质量发展是“理念-行动-结果”框架下的良性循环发展和由“亚稳态”到“稳态”的持续创新过程;从静态视角看,高质量发展是对研究生教育发展状态的事实与价值判断,可以从微观、中观、宏观三个层面理解。研究生教育高质量发展的价值取向集中表现为更加包容、更有效率、更具创新、更为开放和更可持续。新时代研究生教育高质量发展必须凝聚高质量共识,提升研究生培养质量;建立多元协同网络,增强创新策源能力;促进多元开放合作,打造在地国际化新局面;坚持“四个面向”,健全高质量研究生教育体系。
High-quality development is a concept that reflects the connotation of the times and multiple value judgments.This paper attempts to interpret the profound connotation of high-quality development of postgraduate education from both dynamic and static perspectives.From a dynamic perspective,high-quality development of postgraduate education is a circular development under the framework of "idea-action-result" and a continuous innovation process from "metastable" to "stable".From the static perspective,high-quality development is the fact and value judgment of the development of postgraduate education,which can be understood from the micro,medium and macro levels.The value orientation of high-quality development of postgraduate education can be condensed as being more inclusive,more efficient,more innovative,more open and more sustainable.The high-quality development of postgraduate education in the new era must gather high-quality consensus and improve the quality of postgraduate training;establish a diversified collaborative network to enhance the ability to innovate policy sources;promote diversified open cooperation and create a new situation of local internationalization;adhere to the "four orientations" and improve the high-quality postgraduate education system.
