计及碳捕集电厂调峰定价策略的多主体电力系统日前–实时灵活调度 被引量:1

摘要 风电等可再生能源高比例并网是实现能源电力“双碳”目标的重要特征,但其反调峰特性加大了电力系统调峰负担,不利于电力系统低碳转型。在加快计划调度向市场调度转型的进程中,如何以市场化运行为前提进而提高电力系统调峰灵活性成为亟需解决的问题。该文首先利用碳捕集电厂与用户侧资源优良的调峰特性,充分探讨了两者参与调峰辅助服务市场的可行性,由此提出了源荷两侧参与能量-调峰市场且联合出清的灵活性调峰策略。其次,基于碳捕集电厂调峰的成本特性,利用群决策-层次分析法(analytic hierarchy process,AHP)制定了碳捕集电厂调峰定价策略,并且运用外部化内在性理论以及环境指标系数形成了因地制宜的电力市场综合报价机制,进而完善了市场交易原则、交易流程与交易结算方式。最后,构建了以系统综合成本最优为目标的市场出清模型,并采用预出清、再出清的方法求解出清结果,算例仿真验证该文所提模型可有效满足系统调峰需求并减少碳排量。 The high proportion of wind power and other renewable energy connected to the grid is an important feature to achieve the"double carbon"goal of energy and power,but its anti peak shaving characteristics increase the peak shaving burden of the power system,which is not conducive to the low-carbon transformation of the power system.In the process of accelerating the transformation from planned dispatching to market dispatching,how to improve the peak shaving flexibility of power system on the premise of market-oriented operation has become an urgent problem to be solved.First,this paper makes full use of the excellent peak shaving characteristics of carbon capture power plant and user side resources,and fully discusses the feasibility of both of them participating in the peak shaving auxiliary service market.Therefore,a flexible peak shaving strategy is proposed,in which both sides of the source load participate in the joint clearing of the energy peak shaving market.Secondly,based on the cost characteristics of peak shaving of carbon capture power plant,the pricing strategy of peak shaving of carbon capture power plant is formulated by using group decision-making analytic hierarchy process(AHP),and the comprehensive quotation mechanism of power market is formed by using externalization internality theory and environmental index coefficient to improve the market transaction principle,transaction process and transaction settlement method.Finally,the market clearing model aiming at the optimal comprehensive cost of the system is constructed,and the clearing results are solved by the method of pre-clearing and re-clearing.The example simulation shows that the model proposed in this paper could effectively meet the peak shaving demand of the system and reduce carbon emission.
