浅谈火电厂危险废物的管理

Discussion on Management of Hazardous Waste in Thermal Power Plants

国家对生态建设高度重视,危险废物管理越来越严格。通过制度、现场、台账的记录和全流程覆盖、信息公开中危险废物管理的要点,结合火电厂生产的实际情况,着重强调了危险废物管理在产生、收集和包装、贮存、危险废物管理计划、应急演练、危废转移联单、全流程管理方面的注意点,详细说明了在火电厂管理常见问题中的承包商管理和大型检修现场危险废物管理的方法。并依照近期发布的《危险废物管理计划和管理台账制定技术导则》《危险废物贮存污染控制标准》二次征求意见稿和近年环保方面管理体系的发展,讨论了未来几年危险废物管理发展的方向。

The state attaches great importance to ecological construction,and the management of hazardous waste is becoming increasingly strict.Through the recording of systems,on-site,and accounting records,as well as the full process coverage and information disclosure of hazardous waste management,combined with the actual production situation of thermal power plants,the key points of hazardous waste management in the aspects of generation,collection and packaging,storage,hazardous waste management plan,emergency drills,hazardous waste transfer joint forms,and full process management are emphasized.The methods of contractor management and hazardous waste management on large-scale maintenance sites in common management problems of thermal power plants are explained in detail.According to the recently released"Technical Guidelines for the Development of Hazardous Waste Management Plans and Management Accounts"and the second draft of"Standard for Pollution Control of Hazardous Waste Storage",as well as the development of environmental management systems in recent years,the direction of hazardous waste management development in the next few years is discussed.
