社会治理背景下老旧小区适老化的治理路径研究

Research on the Governance Path of Elderly-oriented Old Communities in the Context of Social Governance

党的二十大报告提出,要完善社会治理体系,提高社会治理效能,保障协调各方诉求,建设人人有责、人人尽责、人人享有的社会治理共同体。当前城市老旧小区面临着人口老龄化与物质环境老化的双重困境,创新社会治理,实现老旧小区的适老化更新势在必行。文章从供需匹配的视角,通过实地调查分析老旧小区适老化改造的现状,构建适老化改造居民满意度评价指标体系。由此发掘出老旧小区基础设施更新的困境,即当前适老化设计存在供需匹配度低,改造内容有限,改造层次低等问题。然后,从物质文化环境、空间治理、体系建构等多个维度提出治理路径。适老化治理要以人为中心,以需求为导向,优化建成环境,构建全周期智慧管理体系。

The report of the twentieth CPC National Congress proposes that the social governance system should be improved,the effectiveness of social governance should be enhanced,the demands of all parties should be coordinated,and a social governance community in which everyone has responsibility,everyone does his or her best,and everyone enjoys the benefits should be built.At present,the old communities are facing the double dilemma of aging population and aging physical environment,and it is imperative to innovate social governance and realize the elderly-oriented renewal of the old communities.From the perspective of matching supply and demand,the article analyzes the current situation through field surveys,and constructs an evaluation index system of residents'satisfaction with elderly-oriented old communities.Thus,it uncovers the dilemma of infrastructure renewal in old communities,such as the low match between supply and demand,limited transformation content,and low level of transformation in the current elderly-oriented design.Then,the governance path is proposed from multiple dimensions such as physical and cultural environment,spatial governance and system construction.Elderly-oriented governance should be human-centered,demand-oriented,optimize the built environment,and construct a full-cycle wisdom management system.
