核电设备监造人员的资格认定依据与方法探究

摘要 核电作为清洁能源代表之一,以“国和一号”“华龙一号”为代表的三代核电技术带动了全产业链的蓬勃发展。但因“核安全高于一切”的特殊性,为满足设计要求,涉核安全重要设备的国内外供应商在研发、生产时,需要有合格的人员在设备制造现场进行监督、监造。在现行法律法规没有明确监督监造人员如何进行资格认定的情况下,本文通过对监造人员的职能职责进行分析,从而确定其资格认定所依据的法规标准,再据此探索研究核电设备制造现场监造人员的资格认定方法。 Nuclear power is one of the representatives of clean energy,and the three generation nuclear power technologies represented by“Guohe No.1”and“Hualong No.1”have driven the vigorous development of the whole industry chain.However,due to the particularity of“nuclear safety is above everything else”,domestic and foreign suppliers of important nuclear safety related equipment need to have personnel to supervise the manufacturing during the research,development and production.In the case that the upstream method does not specify how to conduct qualification recognition for such personnel,this paper will determine the regulatory standards on which the qualification recognition is based through the analysis of the functions and responsibilities of supervisors,and explore the qualification recognition methods accordingly.
