“产业链+”背景下长三角资源型城市人才招引政策再审视——基于安徽省铜陵市的实证分析

Re-examination of Talent Recruitment Policies in Resource-based Cities of Yangtze River Delta in the Context of“Industrial Chain Plus”--A Case Study on Tongling,Anhui Province

长三角资源型城市铜陵市面临着多方面的剧烈竞争,亟须发挥资源产业链优势,构建“资源链+人才链”的地区发展结构,形成良性循环发展。一方面,通过开拓资源品类、拓宽融资渠道、提升交通量级等方式对产业链进行优化升级,有效激发潜力;另一方面,以问题为导向,通过施行“租房现售”方案、创新社保制度、构建人才家属生活保障体系、建立人才联席会等方式,切实解决人才在工作、生活方面的实际问题,以加快吸纳产业链各关键节点所需人才,从而以人才带动知识链的传导,促进资源产业链质的飞跃。

Tongling,a resource-based city in the Yangtze River Delta,is facing fierce competition in many aspects.It is urgent to take advantage of the resource industry chain and build a regional development structure of“resource chain plus talent chain”to form a virtuous cycle of development.On the one hand,we should optimize and upgrade the industrial chain by developing resource categories,broadening financing channels and upgrading traffic volume,so as to effectively stimulate the potential.On the other hand,through the implementation of the“rent-to-own”program,the innovative social security system,the construction of a living security system for the families of talents,and the establishment of a joint meeting of talents,we can effectively solve the practical problems of work and life of talents,accelerate the absorption of talents required by the key nodes of the industrial chain,and drive the conduction of the knowledge chain with talents.Promote the qualitative leap of the resource industry chain.
