近日,从事金融工作的尹辉从二手交易平台上发现了由一卖家发布的一张晚清宣统二年(1910)海军开支款项的呈文,富有珍贵的史料价值,有助于了解晚清中国海军军费使用支付的批复程序。原文:金银库为移付事。准江苏巡抚宝等咨解苏属司局认筹。宣统二年春季,海军开办,常年等经费银二万三千七百五十两,饬交商号裕源等汇解,赴部交纳。前来查前项银两本库,于五月初四,照数收讫,相应将原文移付。

Recently,Yin Hui,who is engaged in financial work,found a memorial to the throne concerning the naval expenditure in the 2nd year of Emperor Xuantong's reign(1910)of the Qing Dynasty.With exceptional historical value,this document can help to understand the procedure for formal approval to the military expenses of the Chinese Navy in the late Qing Dynasty.
