双重预防机制在精细化工领域建设的策略

Strategy of Double Prevention Mechanism Construction in the Field of Fine Chemical Industry

2021年8月,作为应急管理部双重预防机制建设扩大试点单位,某集团公司旗下分公司在应急管理部的指导下开展了双重预防机制建设工作。该机制建设能够很好地帮助精细化工企业完成风险分级管控与隐患排查治理,但在建设过程中,结合对地方其他公司双重预防机制建设现状的观察,发现存在一系列亟待解决的问题。基于此,文章简要分析精细化工领域双重预防机制建设过程中的常见问题,并在此基础上,提出部分解决对策。

In August 2021,as a pilot unit to expand the construction of the dual prevention mechanism of the Ministry of Emergency Management,a branch of a group company carried out the construction of the dual prevention mechanism under the guidance of the Ministry of Emergency Management.The mechanism construction can well help fine chemical enterprises to complete risk classification control and hidden danger investigation and management,but in the construction process,combined with the observation of the status quo of the construction of dual prevention mechanisms in other local companies,it is found that there are a series of problems to be solved.Based on this,the paper briefly analyzes the common problems in the construction of double prevention mechanism in the field of fine chemical industry,and on this basis,puts forward some solutions.
