经济一体化与中国省际创新差距收敛

Economic Integration and the Convergence of China s Inter-Provincial Innovation Gap

国内经济一体化有助于打破地区间市场分割和促进要素市场一体化,也是新时期中国加快实施创新驱动发展战略和实现经济高质量发展的重要手段。基于1998—2016年中国省级面板数据,构建省际经济一体化指标,通过固定效应模型研究经济一体化对省际创新差距的影响。结果表明:经济一体化显著减小了省际创新差距;从省内角度看,经济一体化有助于提升省内创新水平,省内创新溢出是实现省际创新差距收敛的基础;异质性角度看,经济一体化对发明、实用新型和外观设计专利衡量的省际创新差距都有减小作用,主要减小了相同区域内的省际创新差距,且该作用主要体现在东部地区。基于此,建议持续改善各省的创新环境,重视培育省际技术或创新成果交流机制,促进地区间协调发展。

Domestic economic integration helps to break the market segmentation between regions and promote the integration of factor markets.It is also an important means for China to accelerate the implementation of innovation driven development strategy and achieve high-quality economic development in the new era.Based on the provincial panel data from 1998 to 2016,this paper constructs the inter provincial economic integration index,and mainly studies the impact of economic integration on the inter provincial innovation gap through the fixed effect model.The results show that economic integration significantly reduces the inter provincial innovation gap and passes the multiple robustness test;From the perspective of intra province,economic integration helps to improve the innovation level in the province,which shows that intra provincial innovation spillover is the basis for realizing the convergence of inter provincial innovation gap;From the perspective of heterogeneity,economic integration can reduce the inter provincial innovation gap measured by invention,utility model and design patent,mainly reducing the inter provincial innovation gap in the same region,and this role is mainly reflected in the eastern region.Based on this,it is suggested to continuously improve the innovation environment of each province,pay attention to cultivating the inter provincial technology or innovation achievement exchange mechanism,and strengthen the coordinated development between regions.
