危化品运输风险信息集成与共享预警平台研究

摘要 针对中国危险化学品道路运输过程中多物态、跨地域、跨时空的特征和涉及海量的监管数据,以及安全事故频发问题,深入分析该行业监管现状、国家相关法律法规标准及典型事故案例,并充分辨识危险化学品道路运输过程中的安全风险影响因素,得出运输介质不符、疲劳驾驶、超速、装卸操作不规范等是主要的安全隐患根源。另外,研究大数据架构和数据挖掘分析技术的特点,及其在各行业中的应用情况,提出基于大数据的危险化学品运输风险预警信息集成与共享平台,平台充分融入了大数据、物联网、人工智能等新兴信息化技术及理念,实现危险化学品“装货—运输—卸货”全生命周期道路运输过程的安全风险动态管控和预警,有利于提升该行业的本质安全水平,可增强政府危险化学品道路运输安全监管能力,起到减少和遏制重特大危险化学品道路运输安全事故发生的作用。 In view of the characteristics of multi-state,cross-region,cross-space and mass monitoring data in the road transportation of hazardous chemicals in China,as well as the frequent occurrence of safety accidents,this paper makes a thorough analysis of the current situation of supervision in this industry,relevant national laws,regulations and standards and typical accident cases,and fully identifies the factors affecting safety risks in the road transportation of hazardous chemicals,and concludes that the transportation medium is not.Character,fatigue driving,speeding,non-standard handling operations are the main causes of potential safety hazards.In addition,the characteristics of big data architecture and data mining analysis technology are studied,and their applications in various industries are presented.An information integration and sharing platform for dangerous chemicals transportation risk early warning based on big data is put forward.The platform fully incorporates new information technologies and concepts such as big data,internet of things,artificial intelligence,and so on,so as to realize the whole life of dangerous chemicals“loading-transportation-unloading”.Dynamic control and early warning of safety risks in cyclical road transport process is conducive to improving the intrinsic safety level of the industry,enhancing the government’s ability to supervise road transport safety of hazardous chemicals,and reducing and curbing the occurrence of road transport safety accidents of heavy and extra-heavy hazard ous chemicals.
