摘要
基于政策工具视角,采用内容分析法,以政策工具为横向维度,以高校教师考核评价构成要素为纵向维度,构建“政策工具—考核评价构成要素”二维分析框架,对1982—2022年间我国54份中央层面的高校教师考核评价政策文本进行量化分析。研究发现:我国高校教师考核评价政策工具使用结构不合理,命令型工具使用过溢;考核评价各构成要素覆盖面广,但政策工具供给不均衡;政策工具与考核评价构成要素二维匹配性不足,关联度有待增强。未来,应调整高校教师考核评价政策工具使用结构,优化政策工具组合配置;综合改革高校教师考核评价关键构成要素,均衡政策工具供给;改善政策工具与政策要素的二维匹配性,增强政策工具使用适切性。
Based on the perspective of policy tools,this paper adopts content analysis and NVivo12 Plus qualitative analysis software to build a two-dimensional analysis framework of“policy tools—assessment and evaluation elements”,taking policy tools as the horizontal dimension and teachers'assessment and evaluation elements as the vertical dimension.This paper makes a quantitative analysis of 54 central-level university teacher evaluation policy texts from 1982 to 2022.The study found that the use structure of the policy tools for teachers'assessment and evaluation in Chinese universities is unreasonable and the use of command tools is excessive;there is a broad coverage of the evaluation elements,but the supply of policy tools is uneven;the two-dimensional matching between policy tools and assessment elements is insufficient,and the correlation degree needs to be enhanced.In the future,it is necessary to adjust the structure of evaluation policy tools and optimize the combination of policy tools;comprehensively reform the key elements of college teachers'evaluation and balance the supply of policy tools;improve the two-dimensional matching between policy tools and policy elements,and make policy tools more applicable.
