对铁路产品认证规则中计量器具要求和现场计量检查的探讨

Discussion on Requirements of Metrology Instrument in Railway Product Certification Rule and On-site Metrology Inspection

为了加强铁路产品认证工作管理,保障铁路产品质量安全,根据《中华人民共和国认证认可条例》《铁路安全管理条例》等有关法律法规,国家市场监督管理总局和国家铁路局发布国市监认证发〔2023〕 22号《铁路产品认证管理办法》。依据国市监认证发〔2023〕 22号,铁路产品认证为国家推行的自愿性产品认证。介绍产品认证概况、认证机构基于铁科技〔2012〕 95号《铁路产品认证管理办法》自行开展的自愿性铁路产品认证和国家推行的自愿性铁路产品认证,分析研究城市轨道交通装备认证性质、规则和过程。借鉴作为国家推行的自愿性产品认证的城市轨道交通装备认证近年来的实践,考虑到铁路产品形成过程中计量工作对铁路产品质量提供的基础保障作用,探讨依据国市监认证发〔2023〕 22号编制铁路产品认证规则和铁路产品认证实施过程中应开展的计量工作。

In order to strengthen the management of railway product certification and ensure the quality and safety of railway products,in accordance with Regulations of the China on certification and accreditation,and Regulations on railway safety administration and other relevant laws and regulations,the State Administration for Market Regulation and the National Railway Administration of the People′s Republic of China issued GSJRZF〔2023〕No.22 Manage⁃ment measures for railway product certification.According to GSJRZF〔2023〕No.22,railway product certification belongs to national voluntary product certification.The overview of product certification,the voluntary railway prod⁃uct certification conducted by the certification body based on TKJ〔2012〕No.95 Management measures for railway product certification,and national voluntary product certification are introduced,the nature,rules,and process of ur⁃ban rail transit equipment certification are analyzed and studied.Drawing on the recent practice of urban rail transit equipment certification as a national voluntary product certification,and considering the fundamental role of metrolo⁃gy in the formation of railway products in providing basic guarantee for railway product quality,the paper explores the metrological work should be carried out during compiling the railway product certification rules in accordance with GSJRZF〔2023〕No.22 and implementing railway product certification.
