美国课后服务机构的法律地位、治理逻辑与公益取向

摘要 美国K-12教育阶段的课后服务机构多为公益取向的非营利性组织,服务于高中升学考试的课后服务机构多为营利性组织。美国课后服务机构治理遵循将课后服务纳入法治轨道,宏观调控与分权治理相结合,以及建立课后服务监测系统的逻辑。美国课后服务机构秉持公益取向,体现在以帮助儿童健康成长并促进学生学业进步为宗旨,为职业女性提供支持,并通过公共主体参与的多元合作共同提升公益服务效能。 In the United States,after-school service instutions at the K-12 level are mostly non-profit organizations with a public interest orientation,and after-school service institutions serving high school entrance examinations are mostly for-profit organizations.The govermance of after-school service institutions in the United States follows the logic of incorporating after-school services into the rule of law,combining macro control with decentralized govermance,and establishing a monitoring system for after-school services.After-school service institutions in the United States adhere to the public welfare orientation,which is reflected in the purpose of helping children grow healthily and promoting students’academic progress,providing care for the children of working women,and enhancing the effectiveness of public welfare services through pluralistic cooperation involving public subjects.
