从国内外经验谈重庆页岩油气产业集聚发展

全球页岩油气资源丰富,将是今后相当长一个时期内支撑油气产量稳定的重要领域,同时页岩气是清洁、低碳、高效的化石能源,与新能源等将成为引领全球能源转型的中坚力量。加强页岩油气勘探开发和产业集聚发展,是中国未来能源发展的战略选择,有利于加快国内能源绿色低碳转型和抢占全球能源科技创新制高点。通过分析国内外油气产业集聚发展的特点,对比重庆页岩油气产业发展的基础条件,剖析面临的问题并提出思考与建议。研究认为:重庆具有较好的页岩油气资源本底和勘探开发基础,技术创新处于国内领先水平,产业集聚还具备国家战略支撑。打造重庆页岩油气产业集聚发展模式,对于支撑能源结构转型,助力“双碳”目标实现,落实高质量发展战略,引领中国页岩油气与新能源科技创新和产业发展,具有重要意义。建议重庆应把握好当前页岩油气产业集聚发展的重要机遇期,发挥政府的规划指导和统筹协调作用,多措并举激发国内外市场主体参与,强化区域合作和对外开放以提升发展优势。

The abundant shale oil and gas resources in the world will be an important area to support the stability of hydrocarbon output for a long time in the future,while shale gas is a clean,low-carbon and efficient fossil energy,it will become the backbone of leading the global energy transformation.Strengthening the development of shale oil and gas exploration and industrial ag-glomeration is a strategic choice for China's future energy development,which is conducive to accelerating the green and low-carbon transformation of domestic energy and seizing the commanding heights of global energy scientific and technological innovation.This paper analyzes the characteristics of the shale oil and gas industry at home and abroad,and compares the basic conditions for the development of Chongqing's shale oil and gas industry,and then puts forward thoughts and suggestions.The research shows that Chongqing has a good shale oil and gas resource background and development foundation,technological innovation is at the leading level in China,and industrial agglomeration has the national strategic support.Creating Chongqing shale oil and gas industry agglomeration model is of great significance for supporting the transformation of energy structure,promoting the realization of the goal of"carbon neutrality,carbon peak",implementing high-quality development strategy,and leading the technological innovation and industrial development of shale oil and gas.Chongqing should grasp the current im-portant opportunity period of shale oil and gas industry agglomeration and development,give full play to the government's plan-ning guidance and overall coordination role,take multiple measures to stimulate the participation of domestic and foreign market players,strengthen regional cooperation and opening up to enhance development advantages.
