Educational Technology Plan:Constructing a New Coordinate for the Digitization of Basic Education in Singapore

教育技术计划是新加坡基础教育数字化的最新战略规划。该计划着力从顶层规划、推进机制、经费支持三个方面构筑保障体系。在实践举措上,该计划通过配备数字学习设备、建立数字学习空间和应用自适应学习系统助推学生的个性化自主学习;通过推进电子教学法助力实现数字技术条件下赋能自主学习和个性化学习的教学新范式;通过实施数字形成性评价、数字化校本评价和数字化全国性考试等方式构建以学生为中心的数字化评价体系。从发展经验来看,教育技术计划注重以学生为中心推进教育与技术的和谐融合、数字化平台开发与应用的平行推进、政策设计与细节管理的有效融通,为新加坡基础教育数字化转型构建了新坐标。

Educational Technology Plan is the latest strategic plan for the digitization of basic education in Singapore.The plan focuses on building a security system from three aspects,respectively top-level planning,promotion mechanism,and financial support.In terms of practical measures,the plan promotes students’individualized autonomous learning by equipping digital learning equipment,establishing digital learning space,and applying adaptive learning systems;By promoting e-Pedagogy,it helps empower autonomous learning and individualized learning under the conditions of digital technology to realize a new teaching paradigm for learning;Meanwhile,it builds a student-centered digital evaluation system through the implementation of digital formative evaluation,digital school-based evaluation,and digital national examinations.Previous experience has shown that Educational Technology Plan puts a premium on the student-centred integration of education and technology,the development and application of digital platforms,and the consistency between the design and implementation of policies.
