Construction of Safety Management System Based on Work List and Responsibility Matrix

针对安全责任落实不到位、压力传导不够、层层衰减等问题,提出全员安全责任制变革,在工作清单和责任矩阵的基础上落实推进精细化安全管理,以“纵向到底、横向到边”为基本思路,形成知责明责、履责评价、考核改进为一体的安全管理体系,从而实现安全责任常态化、制度化管控。

In response to the issues such as inadequate implementation of safety responsibilities,insufficient pressure transmission,and layer-by-layer attenuation,a reform of the full staff safety responsibility system is proposed.Based on the work list and responsibility matrix,a refined safety management is implemented and promoted,with the basic idea of"vertically to the bottom and horizontally to the edge".A safety management system is formulated that integrates knowledge and responsibility,performance evaluation,and assessment improvement so as to realize normalized and institutionalized safety responsibility control.
