党建引领共同生产:城市社区应急治理共同体构建的驱动机制——以武汉市F社区“共同缔造”实践为例

Party Building Leading Co-production:Driving Mechanism of Constructing Urban Emergency Management Communities——A Case Study of F Community in Wuhan

贯彻党的群众路线是我国应急治理的重要实践方案,从学理上对此进行理论建构具有重要意义。通过搭建党建引领共同生产的分析框架,结合武汉市F社区“共同缔造”实践在疫情防控中的运用发现,城市社区实施以“大党委”为枢纽的纵横组织结构、以“人民为中心”的公共安全价值理念、以“党员先锋队”为主体的应急网格队伍、以“项目化运作”为依托的应急资源挖掘策略,实现了对上耦合多元力量、对下调适复杂治理需求的治理升级。然而,在推动社区从“生活共同体”迈向“治理共同体”的进程中,基层党组织仍面临着调适“有形覆盖”与“有效覆盖”“、利益多元”与“价值塑造”、“科层力量”与“社会活力”、“配置资源”与“内生资源”的多重结构张力。进一步优化党建引领共同生产机制,是将党的制度优势转化为基层治理效能的有效路径。

Carrying out the Party's mass line is an important practical scheme for emergency management in China,and it is of great significance to theoretically construct it.By building an analytical framework of Party building leading co-production,and combining the findings of the application of"cocreation"in the epidemic prevention and control of F Community in Wuhan,it is found that urban communities have implemented the strategy of a vertical and horizontal organizational structure with the"big Party committee"as the hub,a public security value concept with the people as the center,an emergency grid team with the"Party vanguard"as the main body and the emergency resource mining with"projectbased operation",and has realized the governance upgrading of coupling multiple forces upward and adapting to complex governance needs downward.However,in the process of promoting the community from a"living community"to a"governance community",primary-level Party organizations need to adjust the multiple structural tensions between"physical coverage"and"effective coverage","multiple interests"and"value shaping","bureaucratic power"and"social vitality","allocation resource"and"endogenous resources".Further optimizing the co-production mechanism led by Party building is an effective way to transform the Party's institutional advantages into the effectiveness of primary-level governance.
