民族地区健全基本公共教育服务体系的思考:基于共同富裕的视角

摘要 2021年我国实现全部县域内义务教育基本均衡。我国义务教育从“基本均衡”迈向“优质均衡”,但地区之间的教育发展不均衡依然存在,亟须提高民族地区基本公共教育服务的供给能力,构建优质均衡的基本公共教育服务体系,为各民族实现共同富裕提供制度保障。民族地区经济发展水平、历史、文化有其特殊性,实现共同富裕有其特定的教育诉求。在推动各民族共同富裕的新时代,从供给侧与需求侧逻辑关系出发,将人的发展诉求作为完善基本公共服务体系的逻辑起点,提出要从满足人的生存发展诉求、满足人的社会性需求、更加注重精神生活共同富裕三个方面有效切入健全基本公共教育服务体系,为全国各族人民实现共同富裕提供有力保障。 In 2021,China has achieved the basic balance of compulsory education in all counties.China's compulsory education has moved from"basic balance"to"high-quality balance".However,the unbalanced education development between regions still exists,and it is urgent to improve the supply capacity of basic public education services in ethnic areas,build a high-quality and balanced basic public education service system so as to provide institutional guarantee for all ethnic groups to achieve common prosperity.The economic development level,history and culture of ethnic areas have their particularities,and the realization of common prosperity has its specific educational demands.In the new era of promoting common prosperity of all ethnic groups,the article proposes to start from the logical relationship between the supply side and the demand side,and take the human development demands as the logical starting point to improve the basic public service system.The article proposes that the basic public education service system should be effectively improved from three aspects:meeting people's demands for survival and development,meeting people's social needs,and paying more attention to common spiritual prosperity,so as to provide a strong guarantee for the people of all ethnic groups in China to achieve common prosperity.
