农村基层治理法治思维培养的内在逻辑与实践进路

The Inner Logic and Practical Approach of Legal Thinking Training in Rural Grassroots Governance

农村基层治理法治思维培养的内在逻辑是以文本法理思维习得为起点,以思维应用的实践训练为核心,以多维共进的外在机制保障为中介,以满足农村公共服务的价值导向为归宿。在农村基层治理法治化对治理主体法治思维提升的现实需求下,针对实践中存在的培养意识不强、培养措施局限、外在驱动机制弱、监督机制不畅等问题,基于农村基层治理法治思维培养的内在逻辑,应完善农村基层治理法治思维应用的培训机制,构建“政府主导—高校联动—基层组织配合”的多元协同培养机制,完善农村基层治理法治思维实践应用的监督、考评机制,加强农村法律服务体系建设,营造基层法治思维培养的文化氛围,以提升农村基层治理法治思维培养的实践效果。

The internal logic of the cultivation of legal thinking in rural grassroots governance is based on the acquisition of text legal thinking,the practical training of thinking application as the core,the external mechanism guarantee of multi-dimensional common progress as the intermediary,and the value orientation of satisfying rural public service as the destination.In view of the practical needs of the legalization of rural grassroots governance to improve the rule of law thinking of governance subjects,and the problems existing in the training practice such as weak cultivation consciousness,limited training measures,weak external driving mechanism,and poor supervision mechanism,based on the internal logic of the cultivation of rule of law thinking in rural grassroots governance,this paper proposes to improve the training mechanism for the application of rule of law thinking in rural grassroots governance to build a"government-led-university interaction-grassroots organization cooperation"multiple collaborative training mechanism,improve the supervision and evaluation mechanism of the practice and application of legal thinking in rural grass-roots governance,strengthen the construction of rural legal service system,create a cultural atmosphere for grassroots legal thinking training and other measures to enhance the practical effect of legal thinking training in rural grass-roots governance.
