摘要
将传统的CCR模型与DEA交叉效率评价模型和DEA竞合交叉效率评价模型相结合,对2019年中国内地31个省市的科技资源配置效率及其区域联动效应进行评价,进一步地分析2018—2020年我国各区域的联动效应。研究发现:2019年我国东部、中部、西部和东北部的科技资源配置CCR效率值总体水平较高,但区域内部科技资源配置交叉效率值存在较大差异,区域外部科技资源配置交叉效率各地区差异不大;从资源配置交叉效率值来看,区域仁慈型联动效应均大于对抗型联动效应;东部地区内外联动效应相差不大,中部地区内部联动效应高于外部,西部地区内部联动效应略好于外部,东北部地区外部联动效应显著。2018—2020年我国各区域的联动效应都有不同程度的变化,但总体变化趋势不大,而2020年各区域的内外部省份平均交叉效率值均明显低于2018—2019年水平,各区域的联动效应均出现不同程度的下降。
Combining the traditional CCR model with DEA cross-efficiency evaluation model and DEA competition and cooperation cross-efficiency evaluation model,this paper evaluated the efficiency of science and technology resource allocation and its regional linkage effect of 31 provinces and cities in China's Mainland in 2019,and further analyzed the linkage effect of various regions in China during 2018-2020.The results show that in 2019,the overall CCR efficiency of science and technology resource allocation in eastern,central,western,and northeastern China was relatively high,but there was a great difference in the cross-efficiency of science and technology resource allocation within the region,and little difference in the cross-efficiency of science and technology resource allocation outside the region.From the cross-efficiency value of resource allocation,regional benevolent linkage effect is greater than antagonistic linkage effect.There is little difference between the internal and external linkage effect in the eastern region,the internal linkage effect in the central region is higher than the external linkage effect,the internal linkage effect in the western region is slightly better than the external linkage effect,and the external linkage effect in the northeast region is significant.From 2018 to 2020,the linkage effect of all regions changed to different degrees,but the overall trend was not big.In 2020,the average cross-efficiency of internal and external provinces of all regions was significantly lower than that of 2018-2019,and the linkage effect of all regions decreased to different degrees.
