公共卫生智慧应急能力建设的路径探讨

Discussion on the path of capacity building of public health intelligent emergency response system

目的 通过研究公共卫生突发事件应急体系智慧能力建设需求,提出我国公共卫生智慧应急能力现代化建设发展规划和路径建议。方法 应用描述性研究法,梳理我国公共卫生智慧应急的能力现况和存在问题,分析国内外智慧应急的态势和主要发展趋势,并结合相关国家规划提出相应建议。结果 提出公共卫生领域应急能力智慧化建设的目标、重点建设任务及实施路径,涵盖公共卫生应急大数据治理、公共卫生应急指挥信息平台建设、公共卫生监测预警系统建设以及医疗救治智慧升级。结论 通过公共卫生智慧应急能力建设,将有助于解决目前我国突发公共卫生事件应对过程中的薄弱环节和瓶颈问题,提升风险应对和治理能力。

Objective To study the needs of intelligent capacity building for public health emergency response system,and propose the development plan and path suggestions for the modernization of public health intelligent emergency response capacity in China.Methods Descriptive research method was used to sort out the current status and existing problems of public health smart emergency response capacity in China,analyze the situation and main development trend of smart emergency response at home and abroad,and put forward corresponding suggestions based on relevant national planning.Results The objectives,key construction tasks and implementation paths of intelligent construction of public health emergency response capacity were proposed,including big data governance for public health emergency response,construction of public health emergency command information platform,construction of public health monitoring and early warning system,and intelligent upgrading of medical treatment.Conclusion The building of public health intelligent emergency response capacity will help solve the weak links and bottlenecks in the process of responding to public health emergencies in China,and improve the ability of risk response and management.
