弹性能力理论在航展事故院外医疗应急管理中的应用研究

Applied research of resilience theory in pre-hospital medical emergency management of airshow accidents

目的 探索和构建大型航展事故院前医疗应急管理弹性能力建设的关键环节和理论框架,为航展地区建设院前医疗应急管理预案及制度提供理论依据和参考。方法 根据院前医疗应急管理弹性能力的定义和构成要素,结合应急管理弹性能力理论在国内外的应用研究现状,提出大型航展事故院前医疗应急管理弹性能力建设的关键环节和理论框架。结果 从事故发展的不同阶段构建院前医疗应急管理的响应能力、适应能力、恢复能力多个维度提升院前医疗应急管理弹性能力。结论 大型航展事故作为一种突发性强、人员伤亡较大、救援难度极高的重大公共卫生事件,在事故发生后有大量伤员需要院前医疗的急救和转运,使院前医疗应急管理面临严峻挑战。参考弹性能力理论构建院前医疗应急管理制度,为航展地区建设应急管理体系提供理论依据。

Objective To explore and construct the key link and theoretical framework for the construction of resilience capacity in pre-hospital medical emergency management of large-scale airshow accidents,and to provide the theoretical basis and reference for the construction of pre-hospital medical emergency management plans and systems in heading regions.Methods According to the definition and constituent elements of pre-hospital medical emergency management resilience capacity,combined with the current state of application research of emergency management resilience capacity theory at home and abroad,we propose the key link and theoretical framework of prehospital medical emergency management resilience capacity construction for large airshow accidents.Results Multiple dimensions of pre-hospital medical emergency management resilience were constructed from different stages of accident development:response capability,adaptability,and recovery capability.Conclusion As a major public health event with sudden onset,high number of casualties,and great rescue difficulty,large numbers of casualties need prehospital medical care and transport after the accident,making pre-hospital medical emergency management a serious challenge.The reference resilience capability theory is used to construct pre-hospital medical emergency management system,and provide a theoretical basis for the construction of emergency management system in airshowregions.
