基于德尔菲法构建区级医疗卫生机构对突发公共卫生事件应急能力的评价指标体系

Constructing an evaluation index system for the emergency response capacity of district-level public healthcare institutions in the face of public health emergencies using the Delphi method

目的采用德尔菲法构建深圳市龙华区区级医疗机构突发公共卫生事件应急能力评价指标体系,为评估公共卫生应急能力和完善应急体系的建设提供参考依据。方法在文献检索、专家访谈的基础上,制定专家函询问卷,选择16名专家进行两轮的德尔菲问卷调查,确定评价指标体系。结果两轮咨询的积极系数分别100.00%和93.75%,协调系数分别为0.229和0.340。专家权威系数为0.850,第2轮各项指标的变异系数(CV)均<0.25,最终构建的指标体系包括7个一级指标、14个二级指标、44个三级指标。结论本研究构建的评价指标体系专家积极性高,权威性与协调性均较好,可用于突发公共卫生事件应急能力评估,为完善公共卫生应急体系的建设提供参考依据。

Objective To construct the emergency response capacity assessment index system for district-level medical institutions in Longhua district,Shenzhen,using the Delphi method,serves as a reference basis for evaluating public health emergency response capacity and enhancing the development of the emergency system.Methods Based on literature review and expert interviews,a questionnaire for expert consultation was developed.16 experts were selected for 2 rounds of Delphi surveys to determine the evaluation index system.Results The enthusiasm for the two rounds of consultation was 100.00%and 93.75%,respectively,with coordination coefficients of 0.229 and 0.340.The expert authority coefficient was 0.850,and the coefficients of variation(CV)for all indicators in the second round was less than 0.25.The final index system included 7 primary indicators,14 secondary indicators,and 44 tertiary indicators.Conclusions The evaluation index system constructed in this study showed high expert enthusiasm,good authority,and coordination.It can be used for assessing the emergency response capacity of public health emergencies and providing reference basis for improving the public health emergency system.
