基于系统论的云南边境应急物资保障机制优化策略研究

Study on the Optimizing Strategy of Yunnan Border Emergency Material Guarantee Mechanism Based on System Theory

在应对突发事件时,云南省应急物资保障机制发挥了一定效果,但仍面临着各种问题和挑战,还需进一步进行改革与优化完善。文章基于系统论的观点得出,编制科学的顶层设计规划、构建多物资主体共同主动参与的协作机制、强化系统的技术研究和推广应用、完善物资管理系统、促进相关产业发展,是不断优化和完善云南边境应急物资保障机制健康发展的主要有效途径。

In response to emergencies,the emergency material security mechanism in Yunnan Province has played a certain role,but still faces various problems and challenges,and needs further reform and optimization.Based on the viewpoint of system theory,the article concludes that the main effective ways to continuously optimize and improve the healthy development of the emergency material security mechanism at the Yunnan border are to prepare a scientific top-level design plan,build a cooperative mechanism with the active participation of multiple material subjects,strengthen the technical research and application of the system,improve the material management system,and promote the development of relevant industries.
