面向民生物资的应急运输保障信息平台架构

The Architecture of Emergency Transport Support Information Platform for Livelihood Materials

新时期下自然灾害和公共卫生事件频发,对人民生活产生重大影响,同时给民生物资应急调度能力提出了更高的要求,急需一个作为核心载体的应急运输保障平台,来满足应急决策要求,协调多方,实现智慧应急。文章从架构、功能、流程三个方面进行探讨,阐述了一种针对交通运输的应急保障信息平台架构及其附属的5大系统功能,应急协调的全流程,反映应急信息平台在应急救援中起到的信息共享协同创效作用。研究结果表明应急运输保障信息平台的构建可为政府或企业应急能力的提升和标准化、信息化平台的建设提供参考。

In the new era,natural disasters and public health events occur frequently,which have a significant impact on people's lives,and at the same time put forward higher requirements for the emergency dispatch ability of livelihood materials.Therefore,an emergency transport support platform as the core carrier is urgently needed to meet the requirements of emergency decisionmaking,coordinate various parties and realize intelligent emergency response.This paper discusses from the three aspects of structure,function and process,and expounds the architecture of an emergency support information platform for transportation and its five attached system functions,as well as the whole process of emergency coordination,reflecting the information sharing synergism effect of emergency information platform in emergency rescue.The results show that the construction of emergency transportation support information platform can provide reference for the improvement of emergency response capacity of government or enterprises and the construction of standardization and information platform.
