New Features and Governance Logic of National Innovation System with Chinese Characteristics

中国特色国家创新体系在社会主义市场经济体制完善、科技体制机制改革深化以及对外开放不断扩大的过程中逐步建立,并且在不同发展阶段呈现出不同的时代特征。中国特色国家创新体系既遵循国家创新体系的基本运行规律,也充分发挥了中国特色社会主义的制度优势,具有独特的制度特征、路径特征、主体特征和空间特征。新发展阶段中国特色国家创新体系的治理逻辑基于创新生态系统观,涵盖多元主体共生关系治理、自演化系统整体效能提升以及开放式系统外部合作治理三方面基本问题。

The national innovation system with Chinese characteristics has been gradually established in the process of improving the socialist market economic system,deepening the reform of the scientific and technological system and expanding opening up.It presents different development characteristics at different stages.The national innovation system with Chinese characteristics not only follows the basic operating laws of the national innovation system,but also gives full play to the institutional advantages of socialism with Chinese characteristics.It has unique institutional characteristics,path characteristics,subject characteristics and spatial characteristics.In the new development stage,the governance logic of the national innovation system with Chinese characteristics is based on the concept of innovation ecosystem,which mainly includes three basic issues named as the symbiosis of multiple subjects,the overall efficiency of the self-evolving system,and the external cooperation of the open system.
